Summary of MPA's Shipping Circular No.8 of 2020
Resolutions adopted by the 74th session of the Maritime Environment Protection Committee (MEPC) (27 April 2020)
MPA has urged the shipping community to take notice of the resolutions adopted by the MEPC 74 and urges that the shipping community prepare for the implementation of these resolutions. Shipping Circular No.8 of 2020 provides a summary of the resolutions and their respective dates which they come into effect.

Resolution MEPC.314(74) – Amendments to Annex of the International Convention for Prevention of Pollution from ships 1972, as modified by Protocol 1978 to allow the use of electronic record books under MARPOL Annexes I, II & V.
Resolution MEPC.316(74) – Amendments to Annex of the 1997 Protocol to amend the International Convention for Prevention of Pollution from ships 1973, as modified by Protocol 1978, to allow the use of electronic record books under MARPOL Annex VI and requires Polar Code (PC) certified vessels other than Category A ships, to comply with regulations 20 and 21 of Annex VI.
Resolution MEPC.317(74) – Amendments to NOX Technical Code 2008 (Electronic Record Books and Certification requirement SCR systems) permitting the use of electronic record books and clarify procedures relating to pre-certification of an engine fitted with a NOX-reducing device.

Resolution MEPC.315(74) – Amendments to Annex II (Cargo Residues and Tank Washings of persistent floating products) introducing a new definition for “persistent floaters” and additional requirements for the control of residue discharge of persistent floating products into the North West European Waters, Baltic Sea, West European Waters and Norwegian Sea.
Resolution MEPC.318(74) – Amendments to the International Code for the construction and equipment of ships carrying dangerous chemicals in bulk (IBC Code) to chapters 1, 15, 16, 17, 18, 19 and 21 of the IBC Code.
Resolution MEPC.319(74) – Amendments to the Code for the construction and equipment of ships carrying dangerous chemicals in bulk (BCH Code) concerning special operational and minimum requirements.
Additional resolutions adopted by the MEPC 74 as follows:
Resolution MEPC.312(74) –The resolution provides standardized information on approving electronic record book to ensure that the MARPOL obligations are met and there exist a consistent approach in the approval of such systems.
Resolution MEPC.313(74) – The resolution adopts amendments to MEPC.291(71) in relation to certification of engine systems fitted with NOX Reduction devices.
Resolution MEPC.320(74) – Guidance on the consistent implementation of the Annex VI 0.50% Sulphur limit. Guidelines are directed towards Flag Administrations, Port States, Shipowners, Shipbuilders and Fuel Oil Suppliers.
Resolution MEPC.322(74) – Guidance on calculating attained Energy Efficiency Design Index (EEDI) for new ice-strengthened ships.
The following Unified Interpretation (UI) of MARPOL was also approved by MEPC 74:
MEPC.1/Circ. 795/Rev. 4 - UI of Regulations 13.2.2, 13.5.3, 14.1 and 16.9 of Annex VI. The following regulations are concern with the time of replacement of an engine, engine changeover/on-off recording requirements, application of sulphur limit to emergency equipment and shipboard incinerator. In the context of Singapore, MPA has accepted the UIs listed in paragraph 4 and states that these should be applied with immediate effect.
